Conditions of Employment:

  • Post-secondary education in a social science-related field combined with related work experience. Other combinations of education, training, and experience may be considered
  • Experience in analyzing and synthesizing research and evaluation reports and documents, and using this analysis to make recommendations about specific issues, programs and policy trends
  • Excellent written communication skills, including experience writing a variety of authority seeking-documents  
  • Excellent verbal communication skills, with the ability to facilitate meetings and  clearly present complex issues to a variety of audiences
  • Excellent organizational skills with the ability to multi-task and meet competing deadlines
  • Strong interpersonal skills with the ability to develop, foster and maintain respectful relationships with diverse external and internal stakeholders
  • Strong political acumen and the ability to manage confidential and politically sensitive material and situations in an appropriate manner
  • Proficiency with MS Office Suite (Word, Excel, Outlook and PowerPoint)


  • Knowledge of federal and provincial legislation and policies related to immigration, labour market and international education.
  • Knowledge of Manitoba's Regulatory Accountability Act and FIPPA legislation


Reporting directly to the Assistant Deputy Minister, Immigration and Economic Opportunities, the incumbent is responsible for  researching, writing and analysis of all issues pertaining to immigration and settlement in Manitoba in support of Policy and Program development for the Immigration Division.
