The Government of Manitoba is seeking a qualified candidate to fill the position of Director/Chief Conservation Officer within the Parks and Resource Protection Division of Sustainable Development.   • Must have a satisfactory Manitoba Child Abuse Registry Check.
  • Must possess and maintain a current Cardio Pulmonary Resuscitation (CPR) certificate or an approved equivalent.
  • Must posses and maintain a current Standard First Aid Certificate or an approved equivalent.
  • Must successfully complete Sustainable Development approved firearm, defensive tactics and emergency vehicle training and qualification.
  • Must possess a current Canadian Firearm Safety Certificate, course report or Possession and Acquisition Licence.
  • Must possess and maintain a valid full-stage Class 4 Manitoba Driver's License.
  • Must be willing and able to travel with occasional overnight accommodations.
  • Must have continued appointment as a Conservation Officer.
  • Must have no criminal convictions for which a pardon has not been granted.
  • Must successfully complete an approved Psychological Assessment.
  • Must be physically able to perform the duties of this position including:  conducting outdoor investigations and patrols in adverse weather conditions, walking over rough terrain and carrying up to 100 lbs.


  • Senior management level experience in a natural resource based field, with a degree related to a Renewable Resource Management Program or in Environmental Management Studies/Sciences program. A combination of education, training and relevant work experience may be considered.
  • Proven leadership skills with experience successfully building and leading high functioning and cohesive teams to achieve desired outcomes. This includes effective human resource management activities such as:  recruitment, training, performance management and labour relations management.
  • Experience working directly with Indigenous people, communities and/or organizations, and demonstrated knowledge of related natural resource management issues.
  • Strong political acumen including experience providing strategic advice to senior leaders on sensitive issues.
  • Superior written communication skills, including the ability to advise in plain language on issues for senior leaders.
  • Superior verbal communication skills, including the ability to communicate and present to all levels of the organization and to external stakeholders.
  • Extensive experience working with Natural Resource related programs and issues, including: working knowledge of enforcement and compliance activities, Natural Resource and Aboriginal case law, and related policies, legislation and regulations.
  • Working knowledge of the Conservation Officer Service operations, processes and mandate.
  • Superior interpersonal skills including the ability to foster collaboration and partnerships with internal and external clients and stakeholders.
  • Experience in complex policy analysis and development, including program and procedure development and management.
  • Financial management and budgetary experience.

The Director/Chief Conservation Officer is accountable for the oversight of all Manitoba’s Conservation Officers and their enforcement and administration of Acts respecting natural resources, fish and wildlife, protected areas and environmental protection. Conservation Officers are granted enforcement powers, and must preserve and enhance public safety. This position is the chief resource-law enforcement authority for the Province of Manitoba and subject to the direction of the Minister.  The Director/Chief Conservation Officer is responsible for:  overseeing the operation of the Conservation Officers Service, establishing the duties and responsibilities of members of the Conservation Officers Service, overseeing the training of members of the Conservation Officers Service, and ensuring that members of the Conservation Officers Service properly carry out their duties and responsibilities.
