The General Child and Family Services Authority (GA) is one of four child welfare authorities delegated under the Child and Family Services Authorities Act as a not-for-profit without share capital to be responsible to mandate, fund and oversee the services provided by its child and family services (CFS) agencies throughout the province of Manitoba.  The GA is governed by a Board of Directors appointed by the Minister of Families.  Within the GA, these services are provided by three private not-for-profit agencies and by the Department of Families through a number of regional offices across the province.  This a complex structure which complicates financial planning and expenditure control.  It is within the context that the Analyst provides financial support to management officials of agencies that are funded by the Authority.  The scope of the position includes providing province-wide advise, consultation and recommendations as well as training and mentoring on issues related to finance and child maintenance guidelines to both GA senior regional directors as well as private agency executive directors, service managers, supervisory and field staff.

Qualifications:
Essential:

  • Working towards a professional accounting designation program (CA, CMA, CGA preferred) or an equivalent combination of related education and financial management/accounting experience may be considered
  • Extensive experience in financial management, budgets, cash flow, variance reporting and financial control
  • Experience researching and compliling information for management review
  • Strong analytical and problem solving skills
  • Strong interpersonal skills with the ability to manage conflict and build and maintain strong partnerships with various stakeholders using tact and diplomacy
  • Excellent organizational skills with the ability to prioritize and exercise initiative in a complex work environment with competing demands
  • Experience maintaining and using a financial accounting program, including setting up and maintainng a chart of accounts, general ledger and subsidiary ledgers, including accounts payable and receivable
  • Excellent written communication skills to write clear and concise documents
  • Excellent verbal communication skills
  • Experience using  working with Microsoft Office Suite (Word, Excel and Outlook) particularly with spreadsheet applications
  • Ability to work independently and in a team environment with minimal supervision


Desired:

  • Experience with SAP Financial (FI Module -  Financial Accounting:  CO Module - Controlling) 

 

Duties:
Reporting to the Chief Financial Officer (CFO), the Financial Analyst is accountable for providing a full range of financial planning, management and comptrollership services for funded child and family services agencies.The Financial Analyst will be responsible for financial support to the Authority including preliminary budget preparation, quarterly and yearly financial reporting, cash management, and audit preparation and will work collaboratively with staff in the development, enhancement and implementation of sound financial accounting practices, financial systems and monitoring policies, to ensure accountability and appropriate use of funds.
