The Quality Engineer will be reporting to the Quality Management System Senior Engineer, Construction Services Department. This position will be responsible to provide specialized expertise for effective execution of all quality management functions to support construction projects. Integration with other departments, project teams, Contractor's quality control teams, other stakeholders and subject matter experts is critical.

Responsibilities:

  • Responsible for the application of quality management and engineering principles to ensure ongoing effectiveness of processes and procedures related to projects, ensuring quality methods and deliverables meet project and contract requirements.

  • Identify and implement project quality processes, procedures, and standard improvements in Lean and Six Sigma frameworks, with a focus on digital transformation and innovative quality systems and tools.

  • Develop project Quality Plans, Inspection & Test Plans and quality data and checklists for incoming and in-process materials and components, processes and finished work.

  • Analyze non-conformances, determine disposition actions, and resolve non-routine, complex and unconventional issues within the framework of the project specifications, project quality plans and other applicable contracts.

  • Monitor and audit quality programs using quantitative methods and tools, perform root cause analysis, identify opportunities for improvement and implement and verify the effectiveness of corrective and preventive actions.

  • Ensure the ongoing effective measurement and evaluation of program activities, and interpretation and reporting of outcomes, trends and tendencies utilizing production boards, summary reports, control charts, flowcharts, histograms, pareto charts, scatter diagrams, and stratification diagrams.

  • Prepare procurement and contract inputs for quality management of construction contracts and provide support for evaluations and recommendations to purchase.

  • Support project and department leaders in the planning, implementation and management of quality initiatives with a Total Quality Management (TQM) approach.

  • Establish and maintain strong working relationships with Manitoba Hydro staff and other subject matter experts, stakeholders and Contractor quality team and project leadership staff.

  • Responsible for functioning effectively as part of the project management team within a highly dynamic, fast-paced project setting. Serve as a role model for team members in terms of communicating understanding and adhering to Corporate and Project values.

Qualifications:

  • Graduate in Engineering from a University of recognized standing with a minimum of six years related experience, of which three years must be directly related to quality engineering.

  • Member in good standing with Engineers Geoscientists Manitoba.

  • Sound comprehension of Quality Management principles, including Total Quality Management (TQM), Lean, and Six Sigma as well as the ISO 9001 and ISO 10000 family of standards.

  • Demonstrated knowledge of quality management systems and principles and a clear understanding of the underlying practical and theoretical principles and concepts associated with quality control and quality assurance on large multidisciplinary construction projects.

  • Demonstrated experience in assembling and interpreting technical data and preparing and analyzing production boards, summary reports, control charts, flowcharts, histograms, pareto charts, scatter diagrams, and stratification diagrams.

  • Demonstrated ability to communicate effectively, both orally and in writing, with personnel of various backgrounds including, designers, manufacturers, contractors, suppliers and other utility representatives.

  • Demonstrated self-starter, showing initiative and ability to plan, schedule and carry out complex projects to successful completion on schedule, with minimum supervision.

  • Proven organizational and leadership abilities with the ability to work with frequently changing priorities and good negotiation and conflict resolution skills.

  • Physically capable of performing the duties of the position including working in areas of rough terrain, confined space, at heights and under various weather conditions.

  • Possess a valid Province of Manitoba Driver's Licence with appropriate class.

  • Required to travel by all modes of transportation i.e. air, land and water.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $44.05.40-$60.82 Hourly, $84,411.86-$116,541.10 Annually.
